Luis Alberto Serra Barragán
Behavioral economist with experience in public policy design and evaluation, and project management. For the last nine years I have been totally devoted to the analysis of the design, implementation and evaluation of Mexico's Energy Reform. For the last six, I have led one of Tecnológico de Monterrey's, Mexico's largest private university and Top 30 worldwide within private universities, strategic initiatives. I have been privileged to lead three multidisciplinary consortiums in energy with academic institutions from Canada, the US, and Mexico, energy firms and policymakers. This amounts to 123 researchers, 7 universities, two major oil & gas and power firms and seven public sector energy related institutions. These projects receive funding from CONACYT-Sener Funds in Sustainability and Oil & Gas up to 30 million USD. Since 2018 I have been counsellor of the CONACYT-Sener-Sustentabilidad Energética Fund. Since 2017 I have represented Tec de Mty in CESPEDES.
